太平洋諸島センター（PIC）設立25周年に際し、外務省を代表して心からお祝い申し上げます。 PICは、日本と太平洋諸島フォーラムに参加している島嶼国・地域との間の経済交流の促進を目的として1996年に設立された国際機関です。PICは、日本と太平洋島嶼国・地域との間の貿易、投資及び観光に係るセミナーやイベントの開催、官民合同ミッションの派遣、太平洋島嶼国・地域の商品の日本国内における販売促進等を通じ、日本と太平洋島嶼国・地域の経済促進に精力的に取り組み、その経済交流の中核を担っています。 太平洋島嶼国・地域は、日系人をはじめ、日本との歴史的なつながりも深く、国際社会における重要なパートナーでもあります。このような関係も踏まえ、日本は、太平洋島嶼国の首脳等を3年に一度日本に招待し、この地域が直面する様々な課題について議論するため、1997年から四半世紀にわたり、太平洋・島サミット（PALM）を開催してきました。日本と太平洋島嶼国・地域を結ぶ絆は着実に強く、太いものになってきています。 PICが設立25周年を迎える本年、第9回太平洋・島サミット（PALM9）をテレビ会議方式で開催しました。PALM9において日本政府は、「自由で開かれたインド太平洋」の実現に向けて、日本と太平洋島嶼国との間の協力を「オールジャパン」体制で更に強化する「太平洋のキズナ政策」を発表し、今後3年間の重点分野として、①新型コロナへの対応と回復、②法の支配に基づく持続可能な海洋、③気候変動・防災、④持続可能で強靱な経済発展の基盤強化、⑤人的交流・人材育成において、日本と太平洋島嶼国が共に取り組んでいくことを確認しました。 日本が「自由で開かれたインド太平洋」の実現に向けた取組を進める中、日本と太平洋島嶼国・地域の関係は一層重要性を増しており、PICにも重要な役割が期待されるところです。設立25周年を契機とし、日本と太平洋島嶼国・地域との更なる経済交流の促進に向け、PICの益々の御活躍、御発展を祈念いたします。 On behalf of the Ministry of Foreign Affairs of Japan, I would like to express my sincere congratulations on the 25th anniversary of Pacific Islands Centre (PIC). PIC is an international organization established in 1996 to promote economic exchanges between Japan and Pacific Island countries. PIC has been playing a central role in promoting economic exchanges, investment and tourism through seminars, events and joint business missions as well as the promotion of Pacific products. Pacific Island countries have deep historical ties with Japan including people of Japanese descent and are important partners in the international arena. Given such ties and to discuss various challenges that the region faces, Japan has been hosting Pacific Islands Leaders Meetings (PALMs) in Japan every three years for a quarter century since 1997. The bonds between Japan and Pacific Island countries (KIZUNA) have become stronger and broader through the PALM process. The Ninth Pacific Islands Leaders Meeting (PALM9) was held this year via video conference coinciding with the 25th anniversary of PIC. At PALM9, Japan announced the Pacific Bond (KIZUNA) Policy, which would further strengthen the cooperation between Japan and Pacific Island countries through “All Japan” approach toward realizing a “Free and Open Indo-Pacific” and confirmed that Japan and Pacific Island countries would work together on the priority areas for the next three years: (1) COVID-19 Response and Recovery, (2) Sustainable Oceans based on the Rule of Law, (3) Climate Change and Disaster Resilience, (4) Strengthening Foundation for Sustainable and Resilient Economic Development, and (5) People-to-People Exchanges and Human Resource Development. As Japan strives to achieve a Free and Open Indo-Pacific, the relations with Pacific Island countries are becoming increasingly important. In this context, PIC can play a further role.
